As every year, the Italian edition of the Data Management Summit will be a moment of reflection and participatory knowledge among experts in the field. After the May 24 event at Banco BPM’s Auditorium Bezzi, the edition dedicated to PA will be held on September 19 at SMI Consulting in Rome

18/07/23. Rome is preparing to host the PA Data Management Summit, a must-attend event for all those involved in data management within the public administration. After the first event held on May 24 at Banco BPM, which brought together all the experts from finance, retail, energy, and decision makers who discussed the latest trends and innovations in the field of data management, it’s time to address the part of the event dedicated to public administration The Data Management Summit represents, as always, a unique opportunity to get up close and personal with the challenges and opportunities of the PA sector and to engage with the protagonists of this fascinating world.

The DMS is an exclusive event to lead the Data Management community in the technology landscape, an open discussion forum to share experiences and use cases. A key summit for CIOs, CTOs, CDOs, BI Managers, Data Governance Officers, Data Scientists implementing emerging technologies to solve new technology challenges.

The super exclusive and invitation-only event is free of charge thanks to the collaboration of sponsors. There will be only 60 seats for the on site event while it will still be possible to follow the day remotely always after registration. Access to the on site event is prioritized to PA operators: government, regions, municipalities and public entities in the territory.

The citizen at the center of data: initiatives and experiences

Providing services to citizens is at the core of most public administrations’ activities. Tasks such as paying taxes, renewing driver’s licenses and applying for benefits are often the most tangible interactions citizens have with their government. Thus, services are critical in shaping trust and perceptions of the public sector. When we talk about interactions, we are of course talking about data that must be moved and consolidated across different systems, ensuring privacy, quality and efficiency. Because citizens expect more transparent, accessible and responsive services from the public sector. And these expectations are increasing. Many administrations have made efforts to improve service delivery through online portals or “one-stop shops” such as centralized call centers, but they are still failing to meet citizens’ expectations. Many citizens continue to be frustrated by cumbersome or confusing websites and often fail to complete their applications in full. Without data and process optimization, governments face increased costs associated with delivering services through multiple channels.

The “citizen journey” is the complete experience a person has when seeking a public service. The journey has a distinct beginning and end, and because it is often multi-touch and multi-channel, it is also cross-functional in nature. The citizen’s journey is based on how people think about their experience, not how government agencies think about it. Reversing this perspective is one of the main issues, seeing the world as the citizen sees it, putting oneself at the center of this perspective and using the capabilities of technology to be effective, efficient and at the same time able to map all processes and track everything correctly.

As a best practice, one point of reference is Estonia: From the need to create a national integration platform to reduce the cost of data exchange and end data leakage from existing unprotected databases. The X-Road program was generated and has become the backbone of e-Estonia, enabling the nation’s public and private sector information systems to connect and work in harmony. Ninety-nine percent of public services are accessible online 24 hours a day.

Among the case histories presented at this event, we will also have the opportunity to host Erika Piirmets from the Estonian government who will explain X-Road itself.

The challenges of data interoperability among public administrations. 

This is the title of the second roundtable whose objective is to project on a broader scale the current methodologies, specifications and practices related to information processing, in order to achieve a smooth and seamless exchange of data between administrations, industry sectors and citizens, generating benefits and opportunities for the different actors involved, always taking into account the necessary privacy and security considerations. This strengthening of administrative collaboration is realized in the different data spaces of the public sector, enhancing the value of data in the development of citizen-centered public programs, policies and services, reducing the bureaucratic burden of administrative processes on economic operators and citizens. It will be a time of reflection to understand from the perspective of administrations ask: What are the main barriers to data sharing? Are we ourselves creating the barriers within PA? How can we overcome them? What does it take to cross-reference protected datasets from different agencies? How can you ensure the quality of the data exchanged?

On group dynamics

Group dynamics is the most interesting moment of the DMS, the real moment of exchange of experiences and discussion among participants, speakers, faculty and students.

Knowledge adds up and the participant becomes an active part of the event. There will be several tables with a moderator and material for the dynamics. 

The facilitator of the dynamic will propose different topics for discussion and a limited time to do so. At the end of the dynamic, everything is reflected in the material available to the participants. This is a new way of networking with a topic as a shared transfund.

How the event works: the dogmas

From the very beginning, we decided not to fit into the mold of other events with these characteristics, hence the creation of what we internally call the “DMS Dogmas.”

Technical Event: The event has a technical focus and therefore we select the audience rigorously by checking the profiles of the registered people one by one (that’s why we call them candidates) and we do this by checking their Linkedin profile that is mandatory to enter when registering for the event. Only those who register will be allowed to participate in the event.

Free event: We do not want the DMS to be a paid event. The business model is based on the participation of sponsors who bear the costs of the event, including Synergo! which provides the work done by the organization. 

Interventions by companies/institutions only: Speakers from vendors, solution providers and consultants are not allowed (unless they introduce some general interest topic and do training). We do not want “evangelists”; we feel that for the type of technical event it is not necessary. Sponsors can suggest a client company or institution to give a speech, but direct speeches by vendors are not allowed. who instead can be an active part of the panel discussions, as it is interesting to learn about their approach to trends and the future of the data world.

Agnostic approach: We think that in these kinds of events it does not make sense to talk about technology, but rather about solutions, ideas, experiences. Therefore, our approach is agnostic to technology.

Alignment to DAMA: We believe in the DAMA-I Framework, even though it is not a DAMA event, we actively collaborate with the DAMA chapter in Spain and ISACA in Italy.

Group Dynamics: Since the first edition, it has been the highlight of the event as we have given prominence to the assistants who actively participate in knowledge generation.
